IDAHO LOG SCALING MANUAL - RULEMAKING
The Idaho Board of Scaling Practices is in the administrative rulemaking process to adopt the Idaho Log Scaling Manual and associated rules revisions. The intent for adopting the Idaho Log Scaling Manual is to replace numerous log scaling measurement rules and references to the National Forest Log Scaling Handbook that are currently iterated in Chapter 03 "Measurement Rules for Forest Products of the Idaho Board of Scaling Practices" [IDAPA 20.06.03]. The intent of associated rules revisions is to retain unchanged, those current rules that address methodology of scaling for commercial purposes in Idaho.
The first stage of the rulemaking process involved Negotiated Rulemaking. The public was invited to participate in an informal meeting on July 18, or submit written comments by July 25 regarding any aspect of proposed rules revisions. Full details were published on page 64 of the July edition of the Idaho Administrative Bulletin (scroll down to page 64, IDAPA 20, Docket No. 20-0602-0801). No comments were made during this timeframe, and the Idaho Board of Scaling Practices will soon be entering the second stage, Proposed Rulemaking .
